Easily PR68 DEEP CAMEO by third-tier slab and raw standards, PR69 DEEP CAMEO after the usual doctoring. Stick with NGC and PCGS, and ignore excuses from third-tier coin sellers (ask them if they will buy back for 90% less seller's fees as we will for this conservatively graded coin. Or even 10%). 

NGC actually grades these more conservatively than PCGS does, judging by NGC's pop of 9/12 versus PCGS's 19/18. 

Try to find another 1867 that is anywhere this choice for anywhere near this price. Very few and light marks for PR64CAM or even if it were PR65CAM. 

Neither conserved nor doctored, unlike many if not most 1867 proof dimes in "problem free" PCGS slabs (yes, most). Could easily upgrade as is or even more so after professional conservation but we prefer originality. 

Some dealers would sell as a $5,000 business strike, whether knowingly or not. Even experts can have difficulty distinguishing the difference. 

Sometimes, even PCGS and NGC call proofs business strikes and vice versa. 

The mint ran out of proofs for proof sets, so they substituted business strikes. To further confuse matters, some business strikes have proof reeding and vice versa! 

Some tallied in the population reports (including CAC's) are resubmissions or crossovers of the same coins. Even so, NGC pop just nine with merely 12 finer.
