I presume from the Editor of La Reforme at the time, likely from around 1899, unfortunately I can't decipher the signature sufficient to identify. I believe though that the letter would have been written to Mrs Blomfield,wife of Admiral Blomfield.

From the papers of Rear Admiral Sir Richard Massie Blomfield, who was present on HMS Invincible at the Port of Alexandria during the bombardment of 1882.

He stayed there for thirty years, and was heavily involved in the construction of the harbour as Comptroller of the Port, and retired as Director-General of Ports and Lighthouses in the Egyptian Government's service in 1908, when the Khedive conferred on him the first class order of the Medjidie.
