The stem base and stem plate are both 4130 Chromoly Steel.

The 4130 Chromoly stem is raw and unplated. 

For this listing you will be getting a matching RED 4 piece clamp set and a matching RED quill bolt cap.

Included are a set of stainless steel fasteners and an aluminum wedge.
