Only closes at waist with a belt and buckle

Tag that should have the size is washed out, the reverse has ink written 12

Assumed this is a size 12, but possibly fits small

Sleeve length from neckline to cuff: 28" (71 cm)

Waist: 28" - 30" (71-76 cm)
