New, so crown race should be milled THIS HAS A 27.10 or so crown race seat, Its nwe frk and they painted over the crown race but it may have been intended for a 27.0 jis race vs the typical 26.4. You will need to have it milled professionally to get a good even headset seat for the crown race, generally you can have it milled down to 26.4mm pretty easily
