On July 18, 1924, the 6th congress of the RLKSM wrote down in its resolution “On the organizational construction of children’s groups”: “... it is possible for the communist movement to encompass younger children, 8-11 years old, by creating a younger branch of the children's communist movement.”

The term "October" appeared in 1923-1924, when the first groups of children began to appear in Moscow, in which children were admitted - peers of the Great October Socialist Revolution.

the same resolution of the VI Congress of the RLKSM established the structure of the October organization: the group organized by the pioneer detachment of 25 children was divided into links of 5 people each (later the links began to be called asterisks and could reach 7-10 children; according to the regulations on the All-Unionpioneer organization (1957) - up to 8 people; regulations on the All-Union Pioneer Organization (1967) - 5-6 students). The group is headed by a Komsomolets, allocated by the RLKSM cell and who is an assistant to the leader of the pioneer squadron. The links are led by pioneers, assistants from October are selected to help pioneers. there was a group council, which consisted of its counselor, links and their assistants, that is, the october could only be an assistant link and an ordinary member of the group’s council. In 1957, the Oktyabrat got the right to lead the stars.

October groups were created in the first grades of schools and acted before the October membership in pioneers and the formation of pioneer squads. Upon joining the ranks of the October Revolution, the children were given a breastplate - a five-pointed ruby star with a portrait of Lenin in childhood. the symbol of the group was a red October flag. The group (in some schools - a detachment) of the October Revolution consisted of several units called "stars", each of which usually included 5 children - a symbol of a five-pointed star. The principle of creating the October squad was simple: the squad is a school class. As a rule, in an "asterisk" each October member occupied one of the "posts" - the commander of the "asterisk", florist, orderly, librarian, political informant or sportsman. in some schools, the commander of the "asterisk", at the request of the teachers, sewed a patch on the sleeve of a tunic (squad leader - 2 patches).
