This is an amber glass lady's high shoe perfume holder made by Herman Tappan of New York City.  The bottom of the fiddle-shaped base is a embossed with "BOUQUET HOLDER PATENTED DEC 1886".  It is a right foot shoe.  This is THE shoe that appears in Photo 293 in "Shoes of Glass 2".  Approx. 3-7/8 in. long x 5-1/2 in. tall.
