Unknown 1800's US Visor Cap eagle and original photo, Cutter Service?

Great unknown eagle, good thing is it came with an original photo of the insignia being worn. But it raises more questions, I believe it is an early Coast Guard, Cutter Reneve Service? It is for sure some type of naval eagle.

What is interesting is the man is also wearing Coastal Artillery collar insignia. He as a GAR medal too.
