Vintage Garcia Mitchell 308A, 408A, 308, 408 Bail Wire– LIGHTLTY USED–NOT USED?

Up for sale is a complete bail that may be lightly used but is probably a NEVER USED item that looks great. I believe that this bail was put on a reel and the reel was never used. The only signs that I see of wear is a light mark left by the bail screws; hardly anything on the small side and more noticeable on the large side.
