This switch was pulled from working environment and replaced with the new 48 Pro models. Tested and confirmed all ports work with both data and POE. It does come with a power cable. I will be reusing the new boxes for shipping so it will come package as if you brought it new and it will come with the additional hardware that I didn't use.
