Made of chased black vulcanite (aka - hard rubber, ebonite) by F. Mordan & Co. (son of Sampson Mordan). Has a stamped makers' mark on the barrel "THE ROYAL MORDAN LONDON". An early eye dropper example. Requires a nib.
