I pulled these bars from a custom built commuter bike that I recently purchased. The handlebar itself is structurally sound, but the end piece will not come off because one of the bolts has a rounded hex interface ( I think the previous owner tried to use a hex wrench that was the wrong size and ruined it). It will need to be drilled out or otherwise creatively removed. The other bolt is missing. The previous owner was running one single brake lever which I was able to slip off on the side that's missing a bolt.

You can potentially work around this problem by using levers that have a hinged clamp and will simply snap on to the handlebar. It's definitely worth trying to find a bolt to replace the missing one for full rigidity of the handlebar.
