Due to the time spent in the box, the motor on some but not all toys may need to be excited.

As the train moves the seal nods its head up and down and the aquerium fish display rotates.

To excite most tomy train motor's you insert the battery then hold the train upside down in one hand and switch it on, 

If the wheels do not start turning, run the palm of your other hand from the front of the train to the back, 

rolling the rubber wheels will turn the motor a few times until the motor excites and starts running from the battery. 

Please let it run for a minute before placing it on the tracks, you can lay it on its side for that minute or two.
