The community has yet to deal with the problem of immigra tion following upon the Opening of the Panama Canal. It is not likely that this problem will be a large one, from present indica tions, owing to the limited opportunities for immigrants in San Diego's small local industries. Nor will the problem become 01 real importance until the back country about San Diego has become more developed and railroad connections established with Imperial Valley and Southern Arizona.
