It was a part of a promotional campaign in Canada by Cheerios where folks could mail in for these cards.  From what I can tell it was a regional trial then didn't have a lot of action; Therefore there simply aren't many of these cards that survived: We have also included a couple of  screen shots of a period Cheerios cereal box showing the promo:
