Western Samoa Scott 166-74 complete pictorial definivie issue and including the original technical descriptive bulletin announcement of the issue.  The stamps are all very fine and have been lightly hinged.  The bulletin is very fine in all respects.  I have never seen one of these bulletins in 40 years as a stamp dealer.
