This is  high quality OEM AR42497 Shuttle Valve Kit for the RMW/SRMW Pumps. Normally with the RMW and SRMW pumps the shutter valve will close off to prevent water from coming back into the pump after it has been discharged.  Sometimes this jet, which is part of the valve, will start to turn sideways and lodge itself in the chamber and prevent water from leaving the pump.   Another issue that may occur is the o-ring on the end of the jet can break loose and clog the hole. The common symptom for this is water will come from the outlet when the motor is not running- but when it is cranked water will stop coming out and will start to come out of the thermal relief valve after about 45 seconds.
