At the turn of the 1950s and 1960s, the silhouette of the Warsaw body was already an anachronism, so it was decided to significantly modernize the car. In 1961, three prototypes of Warsaw with a sedan body were developed and presented. The prototype was designed by Caesar Nawrot, for the construction was in charge of Roman Skvarek, and the technical documentation was developed by a team led by Stanislav Lukashevich. The first specimen of the prototype was equipped with a rear window tilted at a negative angle. After the end of the project work in August 1964, the production of engines for 203 (S-21) and 204 (M-20) models began. The new model also had another front grille, a bumper, a single curved windshield. Changes in the car's interior were limited to using the black plastic upper part of the dashboard and the new steering column case. Two sofas, covered with artificial leather and fabric provide a high level of comfort. The independent front suspension was based on the transverse arms of various lengths, coil springs, telescopic shock absorbers, and a stabilizer for lateral stability. The unshielded rear axle was supported by springs and shock absorbers. The steering had a worm gear with a double roller. The brake system is hydraulic, drum brakes are used on both axes. A year later, versions of the combi 203K / 204K appeared.

In 1967, the planned for export cars were installed four-cylinder diesel engines Perkins 4.108 with a working volume of 1.76 liters and a capacity of 51 hp. (37.5 kW).   In 1968, after the Peugeot protest, the designations of the model changed from 203/204 to some 223 and 224. Later, modernization took place in 1966, 1968 and 1969, the number of units produced per year was 15-18 thousand. In addition, the amount of time to assemble one car has decreased from 240 to 219 hours. Since 1970, the car is equipped with a four-speed fully synchronized manual transmission with a floor lever. The production of the car ended on March 30, 1973. From 1951 until 1973, Warsaw went through more than 4,000 technical changes.

The number of colors for the bodywork for Warsaw was limited. The most commonly used shades of gray and white. At the end of production, the color palette was diluted due to the already produced Polski Fiat 125p. Also, the protection against corrosion, carried out by immersing the body in a bath filled with electrolyte, was improved. Painting work was also carried out in furnaces, which had a positive effect on the longevity of the coating.
