Missing Pieces - Lego City of Atlantis 7985 w/ Box & Instruction - Some Sealed

Please note - This is an open box and it looks like some of the pieces may be missing. 

If I were to take a guess, I would say someone opened the packs just get the guys out. Upon inspection, I do not see any of the little guys. 

Does include the box and instructions and stickers.
