This is called a mini  scuttle bucket--Made by Hazel Atlas & used as an ash tray (or toothpick holder) This little bucket measures 3 " across & is 2" High. If the handle is up it would be 3 1/2 " tall.  I think it is from the  1960"s  I've seen where Federal Glass also made these.
