As of June 22, 1941, the Red Army had 47 armored trains - 34 light and 13 heavy. In addition to the Red Army, armored trains also had NKVD troops for the protection of railway facilities and NKVD operative troops. As of June 22, 1941, they had 25 armored locomotives, 32 artillery armored platforms, and 33 motor armored cars.

In 1941, 42 armored trains were lost: 21 - listed in the lists of the Main Armored Department, 21 - other (naval, local construction, trophy Baltic); losses of NKVD trains were not revealed .

On October 29, 1941, the People's Commissariat of Defense of the USSR, by Directive No. 22ss, signed by People's Commissar for Defense JV Stalin, ordered the formation of 32 divisions of armored trains with two armored trains by the end of 1942. The industry exceeded plans and built 85 armored trains, 65 of which were of the OB-3 type.

The experience of the war showed that double-tower armored cars were impractical: firstly, they were too heavy (which created an overload of the track and made it difficult to lift the platform in case of derailment), and secondly, if they were damaged, the train lost half its artillery. At the end of 1941, they offered instead an OB-3 type armored platform (light - the third option) - two-axle and with one tower - in fact half of the pre-war armored car (designed for semi-artisanal production in railway workshops).

The production of armored trains of the OB-3 type was carried out simultaneously in 36 locomotive depots and at 10 locomotive and car repair plants . The rolling stock and materials needed for their construction, with the exception of armor and weapons, were taken on the spot. The armor was supplied from the nearest metallurgical and tank plants. Most armored trains of the OB-3 type were made of hardened steel, and where construction was carried out near plants that could harden, or received substandard armor from the production of tanks, armor was made of hardened steel or armor .

A total of 65 armored trains were built, including 10 in 1941 ("Kovrov Bolshevik", "South Ural Railway" and others), in January 1942 - 12 ("Vasily Chapaev", "Forward, to the west!"
