Vintage Tonka Clutch Poppers. This is from the mini line of them and is about 3 1/4" long.
The motor won't rev up. The wheels don't keep spinning while trying to rev it up so I think the clutch works. Not sure if this is repairable. DIRTY. The stickers are peeling and discolored. There is HEAVY WEAR including scratches and chips, with some rusting around such wear. Some of the wheels are pretty chewed up.
