Thanks to the accelerated industrialization during the pre-war five-year plans (since 1925), the USSR ranked second in the world after the United States in terms of absolute indicators of industrial production, while the share of defense spending amounted to 32.5% of the state budget [38]. At the same time, only 20% of industrial products were produced in the east of the country. It was possible to transfer the economy to a war track in the USSR in 1942 after the launch of about 2,600 enterprises evacuated from the western regions. Germany turned its economy on a war footing only in 1943.
On June 26, 1940, a decree was issued "On the transition to an eight-hour working day, to a seven-day working week and on the prohibition of unauthorized departure of workers and employees from enterprises and institutions", which prohibited dismissal from enterprises and introduced criminal liability for tardiness and absenteeism. At the same time, workers could be transferred to other enterprises forcibly, which established a decree of October 19, 1940 "On the procedure for the compulsory transfer of engineers, technicians, foremen, office workers and skilled workers from some enterprises and institutions to others." On October 3, 1940, a decree was issued "On the State Labor Reserves of the USSR", according to which adolescents from the age of 14 were mobilized in special educational institutions and training in which took place in combination with the fulfillment of production standards.
By September 1, 1939, the USSR had 99 divisions, by June 22, 1941 - 303 divisions. The number of the Red Army during this period almost tripled (up to 5.3 million people), however, after the end of mobilization, it should have amounted to 8.9 million people. By June 1941, the Wehrmacht was fully mobilized (7.3 million people).
In 1927-1937, 13 fortified areas were built on the old western state border, and in 1938-1939 the construction of 8 more fortified areas began. In 1940-1941, construction began on another 20 of them on the new state border. On May 21, 1941, by decision of the government, it was planned to form fortified areas in two stages: on the new border - by July 1, on the old - by October 1, 1941. Thus, the fortified areas both on the new and on the old border at the time of the attack of the Third Reich were essentially not ready for battle.
On September 18, 1940, the Soviet government was presented with a report "On the Foundations of the Strategic Deployment of the Armed Forces of the Soviet Union in the West and East for 1940-1941." The General Staff correctly determined the deployment of the main forces of Nazi Germany north of the mouth of the San River. Nevertheless, after discussing the report by the leaders of the party and government on October 5, 1940, it was decided to deploy the main grouping of troops to the south of Brest, that is, against the enemy's minor forces, in order to cut off Germany from Balkan countries, withdraw them from the war, thereby depriving the Reich of the most important economic bases. In this, the Southwestern Front was to be assisted by the 4th Army from the Western Front, the main forces of which were to capture East Prussia.
In the middle of 1940, "Considerations on the Foundations of the Strategic Deployment of the Armed Forces of the Soviet Union in the West and East for 1940-1941" were developed, which were revised at least five times before the start of the war (July, September, October 1940, March, May 1941 of the year). On May 15, 1941, the leadership of the General Staff noted that the main enemy, Germany, kept its army completely mobilized, with deployed rear areas. It was concluded that "in these conditions, it has the ability to preempt Soviet troops in deploying and delivering a surprise strike." Nevertheless, in the working versions of the "Considerations" it was proposed "to preempt the enemy in deployment and attack the German army at the moment when it is in the deployment stage and does not have time to organize the front and interaction of the combat arms." In the calculations, decisive goals and deep tasks of the troops were still determined. The actions of the troops were being worked out to deliver two strikes: one, the main one - on Krakow, Katowice and the other - on Warsaw, Dembrzyn with an exit by the 30th day of the operation on the line Lodz, Oppeln.
