He negatively assesses Stalin's commanding abilities, especially at the beginning of the Great Patriotic War: “... at the beginning of the war, Stalin was very poorly versed in operational and tactical issues ... He, not knowing the details of the situation at the front, and being insufficiently competent in operational matters , gave unqualified instructions, not to mention the incompetent planning of major countermeasures ... ". Zhukov sees the merit of the Soviet people in victory as opposed to Stalin: “And only the greatest patriotic love of the Soviet people and their Armed Forces for their Motherland ... made it possible, under the leadership of our party, to overcome the difficult situation that developed as a result of mistakes and blunders of the Stalinist leadership in the first period war, and then wrest the initiative from the enemy, achieve a turning point in the course of the war in our favor and complete it with a brilliant victory of world-historical significance ... In the descriptions of military events, there are almost no names of the collective of military leaders who directly planned the operations and directed the military actions of the troops. The personality cult unceremoniously erased the names of real heroes from history, and their collective merits were shamelessly appropriated by Stalin. "
A week after the start of the war (June 30, 1941), Stalin was appointed Chairman of the newly formed State Defense Committee.
On July 3, Stalin made a radio address to the Soviet people, beginning with the words: “Comrades, citizens, brothers and sisters, soldiers of our army and navy! I am addressing you, my friends! ”
On July 10, 1941, the Headquarters of the High Command was transformed into the Headquarters of the Supreme Command (SVK), and Stalin was appointed chairman instead of Timoshenko.

On July 31, 1941, Stalin received Harry Hopkins, personal representative and closest adviser to US President Franklin Roosevelt . On December 16-20, in Moscow, Stalin negotiated with British Foreign Minister E. Eden on the question of concluding an agreement between the USSR and Great Britain on an alliance in the war against Germany and on postwar cooperation.
On August 16, 1941, Stalin signed Order of the Headquarters of the Supreme High Command No. 270, which read: “Commanders and political workers who, during a battle, tear off their insignia and defect to the rear or surrender to the enemy, are considered malicious deserters, whose families are subject to arrest as families deserters who have violated the oath and betrayed their homeland ”(see: Order No. 270).
