Vintage 50s 60s Wind Up Wiggle 5.5” Santa Claus Toy Rubber & Tin Base.

Estate purchased and from my personal collection that I am downsizing

I was told by previous owner it’s from the 1950s but I couldn’t verify that date. Possible 50s 60s toy

The Santa is made of rubber and is still soft but not squishy. The base is tin

The ball/balloon on his head was like that when purchased and I’m not sure what the purpose is

The winder winds but it retract fast and doesn’t function properly
