You must have an unlocked phone able to be used in Costa Rica. For Kolbi Network it is 850Mhz in 3G and Band 7 (2600Mhz) in LTE.
This SimCard will work as PayasGo, but you can pick a Plan of Data and Voice once Landed...

** Shipping time is 8 - 15days for Unregistered Mail and up to 30 days for Registered Mail (tracking #), both sent as International Priority Mail, final delivery time will depend of your local PostOffice.
** Consider this is a International Shipment and must pass through your country customs, usually no problem because is sent as documents but is up to them.

The sim card is good for 2 months after the last top-up or reload, you can keep the sim card as long as you want. You can purchase top-ups online or through an App.
