This USB is guaranteed to be able to at least reset passwords for any account that is currently setup in any version of Windows. The most common issue for failure is that the file with the passwords isn't in the normal location so it has to be located first, but that is normally not an issue.
The flash drive can be used by booting from the USB or the programs can be accessed from within Windows to reset a password for another account. The flash drive is also bootable from legacy systems and UEFI so the only thing that required is for the user to know how to boot from a USB on their particular system.
