STOP 21 was a Madison Wisconsin (in this case) political campaign against raising the drinking age from 18 to 21.  Statistics are cited.  Gravestones, six different facts of the time on the interior.  They lost - but people turning 18 in 1985 were able to drink, but those turning 1986 or later had to be 21.  Fun times.  Pamphlet is 4" 1/4 x 2" 3/4.
