This is a beautiful decorated unusual pewter Tea Strainer & Caddy Set made in 1990 by Seagull Fine Pewter Pugwash.  The strainer features flowers and vines around the edge and the caddy is beautiful pewter.  It measures approximately 2.25” in diameter and .0875” tall for the caddy.  The strainer is approximately 3.875” tip to tip.
