Firstly, they can be invasive in some climates, so if you do not want them to spread, plant them in container pots rather than the ground and do not use soil from which this is planted in any other pot. When transplanting this plant, if extra soil remains discard it since if any offset bulb remains within the soil the prorogation process will continue. Once this is planted in a soil, it is difficult to remove. Secondly, these do go through a period of dormancy. Here in the Deep South the dormancy period is the heat of summer and part of the fall. During the dormancy period, continue to water once a week or put it where it will get rain water that drains well, and they should come back when the time is right.
* Planting Instructions: 
Plant them 1 inch deep and 1 inch apart in well-draining soil. They can be planted closer together if needed. Water every other day until you see sprouts. Then, continue to water every other day or reduce watering to one time or two times per week. Determine your watering by noting if the leaves wither between watering. If the leaves wither between watering cycles, then increase your watering frequency. These can grow outdoors in full sun to full shade or in a bright sunny window. It will be a trial and error to see which lighting environment is best for your area.
