Pick a color from the variation tab for the base/ruffles and for the edging of the ruffles. I have several colors available in the color palette card.  

The ruffles stand up on their own. No need to starch them. They will be flattened for shipping. To fluff them up all you need to do is tug on each consecutive inner and outer ruffle simultaneously.
