Toys Vintage Hot Wheels "Blue Thunder" Monster Jam Truck That Articulates Up and Down with Springs. It is Tall at about  9 1/2" as shown in the 9th Picture and can be pushed down as shown in the 2nd to Last Picture. It does have a Hook on the Bottom that is designed to keep the truck in the down position but I did not force it down that far.
