Harshly under graded in opinion as the First Issue Revenues are typically narrow at left and right.  However PSE is ardent about horizontal and lateral equivalence when assigning its highest grades.  This stamp being quite tall may have precluded the 90 grade.   Perfectly sound else I would not have submitted it.  Many would agree this example might be the nicest R24b in existence and extremely fine.  It’s clean fresh and very desirable with the red hand cancellation.  Scott assigns a premium for examples without the typical manuscript cancellation.
