They are lightly waxed to provide just the right amount of grip in the eyelets so they stay tight once you tie them. Thin enough to still tighten and tie up easily. A great help in breaking in new stiff boots, these can provide a better heel lock and force the boot to wrap around the foot more than unwaxed laces.
