Most of these vintage pull handle sets had an integrated lock (where the plain circle is at the top of the pull). This set was built as pulls only which gives you more freedom when installing them on reclaimed doors. Instead of finding, and installing, an integrated original mortise lock you have the ability to install a simpler, and more secure, period appropriate deadbolt mortise lock above or below the pulls. Far simpler installation and maintenance, more secure, still looks 100% period. I have new old stock period cylinder dead bolts. Penn Hardware started making this pattern in the 1880s. Reading had their Columbian Design. Corbin copied them with their Empire / Beastie design. Nashua even got into the game before they were bought out by producing a short lived, very similar, Franconia design. Other than Franconia this is the rarest of the Victorian Beastie patterns.
