The discs have light wear but are guaranteed to play perfectly.
The DVD is region coded 0 to play worldwide, but with an NTSC frame rate. NTSC is the frame rate used in the US, Canada, Japan, and many other countries. If you're not sure if your region uses NTSC feel free to drop me a line and ask.
