Here is an industrial CPU board made in 1996 or 1997 for a PICMG backplane.  It looks new, smells new, and comes in a box with cables.  However, the model number on the box refers to a newer PICMG CPU board by ICP America .  This board has part number AP5200IF, but the manufacturer is unknown.  

The CPU is an Intel Pentium non-MMX running at 166 MHz.  The board uses an Intel 430FX chipset and has four 72-pin SIMM sockets, two of which are filled with 32MB FPM SIMMs for 64MB total, upgradeable to 128MB.  The 160-pin socket next to it is filled with a 256K COAST ("cache on a stick"). The end of the board has two DB9 serial ports and two PS/2 ports.  There are headers for two IDE cables, a floppy cable, and a parallel port.  All these cables, as well as a PS/2 to AT keyboard adapter are included in the box.

Note that a CPU cooler is necessary but not included.  There is a well-marked pin header with a white shield above the CPU, for powering a fan.

I do not call this a single-board computer, because it does not contain any graphics processor or video output.  I do not have a PICMG backplane with which to test it.  I do not think it was made by IBM either, despite some other sellers' descriptions of this same model.
