I believe this clown is Bumper the Clown from Circus Pizza (later known as Showbiz Pizza / Chuck E. Cheese) 

The E mark on the bottom is also found on some Showbiz Pizza and Chuck E. Cheese items 

SIZE About 2 1/2" tall x 2" wide x 1/4" deep

CONDITION: Great Vintage Condition.
