This is a 1951 Topps Blue Back baseball card of the Detroit Tigers' pitcher Paul "Dizzy" Trout. There were two subsets of these cards, 52 Red Backs cards and 52 Blue Backs cards. The Blue Backs are more uncommon than the Reds. These were designed to create a card playing game for kids, with numerous plays and games situations printed on the obverse, in the lower-right-hand corner. The lower-left-hand corner of the obverse has a statistic about the player.

This is card #23 in the B Series of the 1951 set of 52 cards.  It was sent to PSA for authentication and encapsulation and was given a grade of Good 2, and a Certification Number of 74170501. 

Mr. Trout was a gifted righthanded pitcher who, along with future Hall of Fame teammate Hal Newhouser, was among the very best pitchers in the World War II era. He was a two-time All Star, the AL Wins Leader in 1943, the MLB ERA leader in 1944, and a World Series Champion with the Detroit Tigers in 1945.

The Jefferson Burdick designation for this set in the American Card Catalog is R414-5, and he refers to this set of Topps cards as "Official" in the American Card Catalog.
