This phone is new and unlocked.  I did remove it from the packaging and installed a T-Mobile SIM card to confirm that it worked fine.  Theoretically it is GSM unlocked for basically any carrier, but I have only confirmed T-Mobile.  You can check with other carriers BEFORE you buy this Sample IMEI to use to check: 358712914359482.
