I have this in blue pink and yellow and some of them say will fit Tammy on the tag while others say shirley toddler 12 inch

Not sure if this is a coat or a raincoat or a dress? Has buttons down the front and a belt with a metal belt buckle around the waist

it appears to be a vinyl like material not sure exactly the material
