Austria - Chalice - Emperor Franz Joseph 1848-1898 - Enamel

We discovered this rare beautiful chalice in box from a great-grandmother. Did research online; an auction expert expected it to sell between 150 and 250 EUROS, and it recently sold for EURO 198. (Translates to $211). We are starting this auction at $165.

Please examine photos closely. I am an honest ebayer as you can see from my ratings and try very hard to describe items as precisely as possible. I do not know anything about this chalice except to say it represents an important era in European history; the colors are gorgeous muted tones of rose and green and dusty blues. The dates printed on the chalice are 1848 and 1898, which is when Franz Joseph was the emperor of Austria and I believe king of Hungary. The gold bands are still shiny though there are areas of tarnish. There are darkened areas below the lip of the top that are either black dirt or areas where the enamel wore off. I tried to gently wipe with an old toothbrush and nothing changed, but I did not use any cleaners - just water. See photos. There is also a smudge mark in the bottom of the chalice - again, see photos. I did not want to try and remove it with any abrasive cleaners. It looks to be old sticker residue, but again - I cannot prove this and don't know if it's permanent.
