You are looking at an SJK-II Wax Carving Pencil / Knife. This Wax Carver is typically used in the dental industry but can also be used in fine art sculpting. I purchased this Wax Pencil a few years ago when I wanted to learn to sculpt, but I never ended up using it or even taking it out of the package (I decided to learn digital sculpting/modeling instead). Please see the pictures for more details. You can see that the individual sculpting tips have never been removed from their plastic tray (still stapled from the factory). I opened the box to make sure all the parts were there, then never used it. Since then it's been kept in a smoke-free, climate-controlled environment.
