The ruffles stand up on their own, no need to starch them. They will be flattened for shipping. To fluff them, all you need  to do is gently tug on each inner and consecutive outer ruffle at the same time as per your height preference. They can be made to stand tall or kept short closer to the base. 

The doily measures 8 inches from edge to edge. The base inside the doily measures 6 inches
