Near mint cosmetic condition with no marks on the cap or barrel.  Brushed Steel Cap and  barrel with blue trim and clip tab.   Ridge top blue tassie only produced from 1979.  Cap is a nice firm fit. Clip is a firm fit.  It has a perfect blue tab (hard to get a perfect one as they wear easily).  Stamped "Parker Made in England". No date code so pre 1980.  A working blue Parker refill is fitted. No box.
