These were acquired at a salvage freight sale recently, and they were brand new in the original factory boxes.  We repackaged them in heavy Ziplok bags for resale.  Near as we can tell, these are weatherproof feedthroughs for some kind of outdoor light fixture.  The three wires (black, white, and green) are #16 AWG, with tinned copper conductors.  Just drill holes about 7/8" diameter and cram them in.  Even comes with two extra holes part of the way through the plug, in case you decide to add more wires later.
