The bottom portion of the lamp is weighted inside so it can be used on a table top and not prone to tipping. It also has a hook and is  hanging on the wall. The top holds an oil reservoir, a separate piece with a spout. The part it sits in has an under spout trough for catching drips. we assume this is why it was called the snotneuse which translates runny nose or child with a running nose. The decoration to the brass is rather simple. It also has a lid.
