Some collectors are specially collecting PROMOTION card as it is a very effective way of collecting many different card series at minimum cost. 

The Promotion cards were largely produced since early 1990s and continued about almost 20 years. When online trading became the dominant force, the promotion card release ahead of the official card series embargo turn out to pointless. To some extent, Promo card collection itself is reflecting part of the evolution of trading cards in the past 30  odds years.
