The design on this disk is the reverse of the Long Cross Pennies of England issued by Aethelred II. The Legend starts with the + and reads + ? MOI REX DYFL (or variation)
This specific legend is from the Irish copies of this coinage from about 1020 AD.The Legend translates as some (depends on a text) moneyer of Dublin. However, this piece is clearly modern and the design is engraved rather than minted relief.
You will be able to verify the design by looking for Aethelred long cross pennies on the web - and the specific legend (the legend contains the mint and moneyer's name so there are many variations) by searching the web for Hiberno-Norse phase I coins.
