In order to further speed up operations at turning and terminus stations and to improve the usage time of the locomotives, operation with control cars was massively expanded from the mid-1990s. So far, the DR has almost exclusively used double-decker control cars and trains. In addition, there were only the conversion cars used on the S-Bahn in Leipzig and Magdeburg, which had their origins in new buildings from the 1950s.

These had already been completely replaced by 1991. The new vehicles were also created from Bmh cars from 1994 onwards. These were given a new head at one end, which corresponded in appearance to the class 628 railcars. The engine driver thus received a generously designed, ergonomic workplace. The conversions were carried out by the Wittenberge, Potsdam, Delitzsch and PFA Weiden plants. The new vehicles were given the designation Bybdzf 282 / DOK 2232.

All control cars run on Görlitz Va type bogies, some also received additional headlights for high beam, but this equipment was arbitrary. The prototype was based in Halle, and other stations were Görlitz, Zwickau, Cottbus, Schwerin, Chemnitz, Eisenach, Saalfeld, Magdeburg, Halberstadt and Berlin.
